		<description><![CDATA[The last three or four years Dayton Moore has come out in the postseason presser bemoaning the payroll, then cheerfully blows through the &quot;hard cap&quot; that was speculated. I expect this year to be no different. I do expect him to not repeat the FA signings from last year and instead expect efforts at extensions while banking on improved health and the new guys to take the Royals back to contention. 

David Glass banked plenty of money in the dog days and will still be driven by hopes of legacy and after his passing Royals playing in David Glass Stadium. The talent is there, now just a matter of health and producing to expected abilities.

As to what they will do, I expect Hoch and Hollie re-signed, Volquez declined, Morales negotiated with, and Staumont to get a good look.]]></description>

The Royals had low payrolls for years so they should be able to handle &quot;overspending &quot; for a couple years.  The payroll figures to come down considerably once all these free agents start walking anyway.]]></description>
